Why an even-money roulette bet is not a coin flip
A 1 to 1 roulette payout is not a coin flip. One New Jersey rule counts 37 or 38 compartments, and zero is not a tie.

An even-money roulette bet pays 1 to 1 when it wins. That payout is not the same thing as a coin flip. Under one published New Jersey rule, a single-zero wheel has 37 compartments and a double-zero wheel has 38. Red is 18 of those compartments, not half of them, once the numbers 1 to 36 are coloured alternately red and black.
This page counts that published layout. It is the New Jersey Administrative Code as reproduced by the Legal Information Institute, read on 19 October 2026. It is not a 365cuci rule, not Malaysian law, and not the layout of every wheel. Another table can use another count, another payout, or the optional half-loss rule below. 365cuci has not inspected a wheel.
The two wheels in this code
N.J. Admin. Code § 13:69E-1.7(b) says each roulette wheel is a single-zero variety or a double-zero variety.
A single-zero wheel has 37 equally spaced compartments. One is marked zero and coloured green. The others are marked 1 to 36 and coloured alternately red and black. Alternating 36 numbers gives 18 red and 18 black. The code also prints a default clockwise order and allows a different order if the Division approves it.
A double-zero wheel has 38 equally spaced compartments. It adds a second green compartment marked 00. The numbers 1 to 36 are still coloured alternately, so the red count stays 18.
Those colours are the ordinary ring. If the casino offers the optional six-number colour wager in § 13:69E-1.7(b)3, the ring uses a different set of colours. N.J. Admin. Code § 13:69F-5.1(g) says a table offering the six-number, seven-number, or eight-number colour wager does not offer the red and black wagers on that same table. The 18-compartment red count on this page is only the ordinary ring, where red is still a wager. Section 13:69F-5.1(e)11 defines red as a number with a red background.
The casino guide says roulette versions can have different mathematical characteristics. It does not count the compartments. The live-table guide names roulette as one table family beside baccarat, dragon tiger, and sic bo. This page is only the wheel count and the even-money payout.
What 1 to 1 pays, and what zero does
N.J. Admin. Code § 13:69F-5.2(a) sets the minimum payout odds. Red, black, odd, even, 1 to 18, and 19 to 36 are each 1 to 1. A straight bet on one number is 35 to 1. A winning 1 to 1 bet returns the stake and an equal profit. A winning 35 to 1 bet returns the stake and 35 times that stake as profit.
On a single-zero wheel, § 13:69F-5.2(c) says a ball resting in zero loses the wagers on red, black, odd, even, 1 to 18, and 19 to 36. The whole even-money stake is lost. It is not returned as a tie.
On a double-zero wheel, § 13:69F-5.2(b) gives the casino a choice when the ball rests in 0 or 00. The player loses either half of each of those even-money wagers, or the entire wager. If the casino takes half, the dealer returns the other half. The casino must give notice of which option is in effect. Half-loss is not the rule on every double-zero wheel.
§ 13:69E-1.7(c) also allows a double-zero wheel to be used as a single-zero wheel. The 00 betting area is covered, a ball in 00 makes the spin void, and the wheel is spun again. A ball in 0 still loses those even-money wagers. This page does not turn that void into a 37-compartment fraction. The code does not remove the 00 compartment from the wheel. It orders a respin.
The count, if each compartment is equal
The code says the compartments are equally spaced. It does not measure a particular ball, wheel, or online game. The figures below are the count for that published layout if each compartment is equally likely. They are not a forecast of the next spin.
Single-zero red, stake of 1 unit. Eighteen compartments win and pay 1 to 1, so each returns 2. The other 19, including zero, return nothing. Picture the same 1-unit bet settled once for every compartment: 37 units staked, 36 returned. The missing unit is 1/37 of the stake, 2.70 percent when rounded to the nearest hundredth of a percent. Eighteen wins out of 37 is not one half.
Double-zero red, when 0 and 00 take the entire stake. Eighteen compartments return 2, and 20 return nothing. Over one settlement for every compartment, 38 units are staked and 36 come back. The missing two units are 1/19 of the stake, 5.26 percent to the nearest hundredth.
Double-zero red, when 0 and 00 take half the stake. The 18 red compartments return 2. The 18 black compartments return nothing. Each green compartment returns half a unit. Over 38 compartments the table returns 37. The missing unit is 1/38 of the stake, 2.63 percent to the nearest hundredth.
A straight bet does not remove the extra green compartment. On the single-zero wheel one compartment pays 35 to 1 and returns 36 units for a 1-unit stake. The other 36 compartments return nothing. Thirty-seven staked, 36 returned: the same 1/37. On the double-zero wheel, with 37 losing compartments, the same counting leaves 2 units missing out of 38, which is 1/19. The bigger payout matches one winning pocket. It does not match a coin.
§ 13:69F-5.3 says a valid spin sends the ball opposite the wheel for at least four revolutions. A spin that fails that test is not one of the settled compartments above. The code then has the dealer announce the compartment and settle each wager by its place on the layout.
What this page does not decide
A stake limit is a separate decision from the number of compartments. The page on limits and warning signs is about stopping a session. It does not change this wheel.
A baccarat hand is settled under a different section of the same New Jersey chapter. How one baccarat hand is settled is that hand, not this wheel. When a blackjack pays 3 to 2 is the two-card payout and the stand-off, not an even-money colour.
Nothing here is an instruction to choose red, to double a stake, or to treat a past list of colours as due. The code settles one spin. It does not owe the next one.
Questions about this wheel
Is red a 50 percent result on this wheel?
No. On the ordinary single-zero ring, red is 18 compartments out of 37. On the ordinary double-zero ring, red is 18 out of 38. One to one describes the payout after a win. It does not describe the number of winning compartments.
Does every double-zero wheel return half of an even-money bet on zero?
No. Section 13:69F-5.2(b) lets the casino licensee take half or take the entire wager, and it requires notice of the option in effect.
Is this the rule at every table, or in Malaysia?
No. It is a New Jersey casino rule as reproduced by the Legal Information Institute on 19 October 2026. A Malaysian statute is a different text. A 365cuci page is not a casino licensee’s layout, and this site has not verified an operator’s wheel.
